Grandparents
There are two primary issues that relate to the sponsorship of grandparents:
Proof of blood relationship Your grandparent may be from a country in which birth records were not issued at the time your parents were born, or were not properly kept by government officials. In order to over come this hurdle, extrinsic evidence may be issued to prove the relationship, such as family photographs, household records, etc. Applicants who have great difficultly in proving the blood relationship should specify this in their applications for sponsorship and permanent residency. An alternative course of action would be to indicate to Citizenship and Immigration Canada the willingness to undergo DNA testing.
Medical Inadmissibility If your grandparent is medically inadmissible, this should be brought to the visa officers attention at the time the application is submitted. It is the practice of Citizenship and Immigration Canada to consider whether there are any humanitarian and compassionate grounds to facilitate the admission of a grandparent who is medically inadmissible. If the application is approved, the applicant would be admitted to Canada on a Minister's Permit, and would be eligible to apply for landing from inside Canada after five years.
